1) Only the person in the old silver Škoda was actually in eyesight when the pensioner was hit, and in the video you can’t even see that person, maybe he wasn’t even looking in the direction of the rail tracks, maybe he called the Czech equivalent of 911 on his cell phone, you just can’t tell from the video.
2) I don’t know what the laws are like in the Czech Republic, but if they are anything like laws here are (or at least were, I haven’t checked in a while) on this subject, they if you get out to help, if he survives, he can still sue you for damages (even if you didn’t do anything wrong), and if he dies, you can be charged for it (again even if you didn’t do anything wrong), so I really can’t blame the people who stay out of it.
3) The members of one of the groups that make up the “vibrant diversity” pull all sorts of scams/cons, so if the drivers thought that this was that sort of situation, I again can’t blame him for staying in the car.
